The pulse frequency and voltage will probably be important. Have you tried with DC at different voltages? How about using scalars - eg pulsing through a non-inductive coil? Konstantin Meyl may give a lead on that. eg

There was a guy who made an electroporation rig to marinate meat with, of all things. He said it would allow you to suck in the marinade deep into the body of the meat in minutes rather than the overnight it usually took.

There's also heavy research into using it to replace subcutaneous injections. Of course for things like the vax it means they dip your hand into a pool of mRNA and whammo, instead of needing you to take a needle.
